Why do T.V. shows make bands use playback? (Video included)

That's the band performing in France back in 1999 and as you can see, it's playback. Why is Toto always forced to use playback when they do T.V. shows anywhere in Europe? I notice North American shows don't do this and bands are always allowed to perform for real (like when Toto performed on Regis and Kelly in 2006) So why is it only in Europe?

I think the common excuse is that the bands don't have proper time to set up their whole sound rig, and especially soundcheck. So rather than broadcast subpar performances, they use playback.
