Question about ShawBlades.

I recently pulled the first ShawBlades album out of the vault to take it out for a couple spins. While looking through the CD Booklet, I came back across a picture in it of what appears to be a very young (12 - 13 year old?) duo that look very much like Tommy and Jack. I know Tommy is from Montgomery, but I thought Jack was from California. Did the two of them actually meet when they were preteens? Or is the photo either doctored up or just happens to be 2 kids that look like Jack and Tommy?

tommy explained it once... if i recall, the photo is of jack and his late brother. they photoshoped it and added tommy's head.
