The rule is the BAND can be inducted 25yrs after their first recording.
As for what members are inducted, it's PURE politics - there are no 'rules'. You can keep looking all you want, but you won't find it. Politics can easily force any of past or present members in or out. They could push Tommy out cuz he was not in the original band (Why not? It happened to Neal Schon and Santana). They could push Dennis out because he is no longer a part of the band. In fact, the ONLY member who I would say is GAURANTEED a spot would be JY.
That said, IF Styx were chosen (which I doubt would happen), I think it would be the band that performed GI, PoE, Cornerston, and PT. THAT was the most popular version and would be the easiest way to avoid all the conflicts. Of course, that would mean JC wouldn't be included - that's politics for ya and it's not like he can protest that decision.
