"A.D. 1928 is an introduction to the Paradise Theatre theme, representing the grand opening of the Theater. The expression "as sure as dogs can fly" is probably a reference to Sparky The Flying Dog, one of the acts on the Theater marquee seen on the front cover of the album"

Right enough, Blue.I love the artwork on all the old covers. Did you notice the face's on the pillars. I think it's supposed to be the guys.

Here's more details to the answer (Borrowed Time):

The streets listed at the end of the song are the streets where the members of Styx were living in Chicago at the time the song was written. Chuck Panozzo lived on Lake Shore Drive. John Panozzo lived on Leslie Lane. Tommy Shaw lived on Red Bud Trail. James Young lived on Central Drive. Dennis DeYoung lived on Prestwick Drive.
