OT: Who decides the order of songs on a CD?

I have no idea who selects the order of songs on a CD. Here's an example: Journey Frontiers (1983).

1. Separate Ways (Worlds Apart)
2. Send Her My Love 3. Chain Reaction
4. After The Fall
5. Faithfully
6. Edge Of The Blade
7. Troubled Child
8. Back Talk
9. Frontiers
10. Rubicon

Does the band decide what order their songs will be listed on a CD? Music company? Producer? Someone else? Joint effort?

I am guessing that the producer will likely put the track listing together based on what he thinks will flow the best. But I would imagine there is band input as well.

From what I understand a band like U2 will have 100% say--but the less established artist at a big record label are under the thumb of the record company shirts.

However, a band like Journey--using a small label--would have a lot of control--if not total artistic control. That would be one of the reasons they would go to a small label.

1. Band 2. Label 3. Sometimes management also.

In the case of the new Journey record, I believe all 3 are pitching ideas back and forth.
