Actually what happened was people were stealing street light power supply copper cables. There were countless intersections out of commission because someone yanked out all the wiring in the middle of the night. Every so often authorities find a body of some unfortunate soul who broke into one of those wind power generators and had gotten shocked to death. So the real issue here is all of the copper thefts in the area. Also some residents also get all of their copper and brass handrails, raingutters, etc. swiped by thieves in the night as well. So they set up a bogus recycling center to catch people bringing shit in that they snagged. Not only did they get people bringing in copper products, but cars, guns and cell phone bombs as well. Wonderful! And nothing to do with Bush or any other president.
