After Kim threatened an attack on Guam, I would have called an emergency meeting with my adivsors to seak advice on what the proper response should be to that threat. And, I would not end that meeting until a unified response was agreed to by everybody in that room.
As I said, I would then present it to the nation as Kenedy did in a national TV address. My preference would be to make it the policy of the US that any attack, via missle or other means, against Guam, Hawaii, Alaska, or the west coast of the United States made by North Korea would be considered a declaration of war requiring the full military response by the Unitest States accordingly. If possible, I would also announce that the cease fire agreement between North and South Korea would also end.
I would then immediately move navy resources to the area as a show of force. I would also publicly make plans for missile defense systems to be place in Guam, Hawaii, and the West Coast of the US. I would make it the policy of the US to shoot down any missle launched by North Korea, if it was a test or not. I would also add as many US troops to South Korea as possible.
I would not use bombastic words like "fire and fury". I would take serious actions appropriate for a legitimate threat being made against the US territory of Guam...and by extension, any other US interests a medium range nuclear missile could target.
And, I would warn North Korea and China by words and actions that attacking Guam will restart the Korean war.
