Depends. I think he peaked on the 2002 Under-the-Radar tour, everything subsequent to that was a letdown. I think as his voice eventually crapped out, so too did his on-stage panache.
I saw them in 98 & 99...so there ya go. He was great at both shows.

I didn't hear him stammering, but I did hear a nervous overcompensating use of vibrato. He has a good vibrato and when he's nervous, he appears to fall into that comfort zone and can over use it in places.
Not "stammering" in the sense of "stuttering"...more like, as you say, overusing his vibrato and then trying to fit in the next word in time...came off as clumsy in spots...

The windscreens are there more for his SPL and protection of the combined elements and to look better then for outdoor wind protection. "
